Job Description

The Chief of Police/Director of Emergency Management ensures the protection of life and property through crime prevention and the enforcement of Federal, State, and local laws, policies, and procedures of Lindner Center of HOPE (LCOH). Plan, direct, and exercise responsibility for Emergency Management, Law Enforcement, and Security programs for LCOH.

Position Summary:

The Chief of Police/Director of Emergency Management ensures the protection of life and property through crime prevention and the enforcement of Federal, State, and local laws, policies, and procedures of Lindner Center of HOPE (LCOH). Plan, direct, and exercise responsibility for Emergency Management, Law Enforcement, and Security programs for LCOH.

Major Duties and Responsibilities:

Emergency Management and Campus Police Oversight - 75%
Responsible for direct supervision of LCOH Campus Police Department and Emergency Management program. Works closely with the LCOH clinical staff, responding to emergency situations as requested and needed.
Oversees operations and incident response, and acts as the primary liaison with outside law enforcement, EMS, EMA, FEMA and the Health Collaborative. Collaborates with various other healthcare facilities as necessary.
Develops, implements, and enforces policies and procedures.
Represents LCOH in enterprise Emergency Management functions such as, but not limited to site-wide planning initiatives such as Joint Commission Compliance, Ohio Department of Mental Health and Addictions Services Compliance, State of Ohio Regulations, OSHA etc.
Assists in the conducting of hospital and facility surveys and audits as needed. Assists with development of short and long-range plans for both the department and the organization.
Reviews and updates LCOH operations plans as necessary.
Co-Chairs Emergency Management Committee at LCOH.
Identifies, develops, and implements appropriate training needs related to emergency preparedness, staff role response and responsibilities, and the recovery phase of disasters.
Submits an annual report on the Emergency Preparedness of the organization to Senior Leadership, Medical Executive Committee, and the Governing Body.
Monitor investigations and reviews reports and statistics, to identify trends and implement preventative measures.
Coordinates and directs safety and security communication to include loss prevention, parking/traffic control, patrolling of physical property and enforcement of LCOH regulations, inspection of facilities and investigation of any criminal acts.
Assists with developing and implementing an organizational strategy for cameras, alarms, access control, and ID Systems. Interface with and ensure the compatibility of various access control hardware and software. Investigates, recommends, and implements cost effective system software, hardware upgrades and enhancements. Serves as the in-house expert, which provides training, assistance, and technical advice to end users and departmental staff. Partners with Design & Construction, Plant Operations & Maintenance, and outside vendors to ensure the quality and integrity of the overall access control system.
Makes arrests, initiates emergency petitions and performs other responsibilities and duties as needed as a State of Ohio commissioned Peace Officer.
Oversees assigned staff, develops training programs, and maintains records and reports.
Responsible for interviewing, hiring, training, and conducting performance appraisals of assigned associates.

Best Practices - 10%
Maintains knowledge of current trends and developments in the field by reading appropriate journals, books, and other literature; and by attending related seminars, conferences, in-services conferences, and in-services training; this includes seminar attendance to maintain required designations for this position like conferences and in-services.
Provide guidance, mentorship, and leadership to managers and officers, while developing long-range goals and strategic plans for the department.
Monitor all aspects of the departmental activities, to provide protection and security services to LCOH personnel and property.
Provides staff training in restraint and seclusion on appropriate techniques in collaboration with the Clinical Education Specialist as requested.

Financial Responsibilities - 10%
Coordinates all disaster related grants and surveys.
Responsible for the development and management of the annual expense and capital budgets necessary for the efficient operation of the department.

Other duties as assigned - 5%
Assumes additional responsibilities and functions as appropriate.

Qualifications

Ohio Peace Officer certification required.
Five years' experience in a Law Enforcement position; two years which must have been in a supervisory capacity.
High School Diploma required.
Thorough knowledge of proper police, safety and security, and emergency management procedures.
Must have extensive experience building effective relationships with all levels of organizational management including senior leadership.
Knowledge of Ohio Department of Mental Health and Addiction Services (ODMHAS), Joint Commission Environment of Care / Emergency Management, OSHA, CMS requirements preferred.
Experience working in a hospital environment, namely with mentally ill patients, is preferred.
Capable of relating to diverse age, demographic, and culturally diverse populations.
Basic computer skills are required.
Working knowledge of surveillance equipment.
Valid driver's license and safe driving record.
Ability to use discretion, make independent decisions and display sound judgment in both routine and emergency situations.
Demonstrates the knowledge and skills necessary to communicate effectively using age-specific and developmentally appropriate care for the spectrum of populations admitted to LCOH.
Effective leadership skills and the ability to build a strong departmental team. Function effectively as a leadership team member with other staff members of the LCOH.
Ability to enthusiastically follow and model the LCOH mission, vision, and values.
Ability to safely operate related equipment, including annual firearms qualification and certification.
Prior Experience in the development and management of operational and capital budgets, the development and maintenance of departmental productivity and operational statistics and reporting, and a proven track record of successful project management is necessary.

Physical Requirements:

Employee must be able to push, pull and lift, up to 50 lbs on a regular basis, and be able to stand or walk about 90% of a work shift. Must be able to see, talk, hear and understand coworkers, patients, and others.
