UC Health is hiring a full time HR Talent Acquisition Operations Manager

Reporting to the Talent Acquisition Director, the Talent Acquisition Operations Manager will have responsibility for leading and managing a quality focused talent acquisition model to acquire people resources for UC Health. This person will develop and utilize statistically rigorous and quantitative methods of analysis that yield actionable intelligence necessary to assess and improve the workforce capacity, engagement, and performance. The manager will drive impact by leveraging data, tools, technology, and market insights/best practices to meet the talent needs of an academic health care system in alignment with the UC Health goals and objectives.

Responsibilities

Talent Acquisition Operations:
  • Manage day to day operations, budgets, and oversight of the internal and contract recruiters to create a steady pipeline of potential talent and ensure that the organization is being recognized as an employer of choice among preferred candidates.
  • Clear understanding and ability to lead the full cycle recruitment process which includes sourcing, job description review, interviewing, compensation discussions, and training on Talent Acquisition processes.
  • Enhance the organization's reputation and visibility as an employer of choice through effective employer branding initiatives. Maintaining a strong online presence, attending events, facilitating referral programs, and promoting employee value propositions.
  • Proactively consult and influence stakeholders on talent acquisition strategies and best practice.
  • Drive diversity, equity, and inclusion at every stage of the hiring process.
  • Evaluates and implements selection and placement policies, standard operating procedures, and ensures compliance with all policies and best practices.
  • Ensures the cost-effective methods to recruit and retain the top talent necessary to support the UC Health mission.
  • Research, identify and incorporate external leading best practices, innovations, and trends into design of talent acquisition and organizational effectiveness solutions where appropriate.
  • Recommend strategies to address gaps. Develop flexible, scalable processes which streamline and simplify the candidate and hiring manager experience, removing barriers where possible.

Leadership:
  • Provide direct oversight and management for talent acquisition employees, programs, and work streams.
  • Assist with managing the RPO partnership including leadership and employees.
  • Assist with managing and continually optimizing a talent acquisition process from pipelining to onboarding driving efficiency and candidate conversion with a streamlined process ensuring a positive candidate experience.
  • Provide measurable results through initiative-taking people management and development. Acting as a subject matter expert.
  • Strategically recruit at all levels of the organization from entry-level to senior management.
  • Manage multiple projects across cross-functional teams and external vendors by working closely with project sponsors, project team members, and project managers to develop the scope, deliverables, required resources, work plan, budget, and timing in support of initiatives, and provide feedback for key stakeholders.
  • Selects, coaches, and develops staff. Sets clear expectations to inspire and motivate the team. Manages performance by recognizing achievement and providing feedback.

Data Analytics and Trends:
  • Assist in execution and delivery of talent management services and workforce planning analytics across the system aligned to UC Health's objectives and strategies.
  • Monitors key data metrics to determine trends in workforce measures including hiring, turnover, speed to hire, net talent flow, and days to fill.
  • Develops strategies for addressing any negative trends in the metrics and to sustain process improvement.
  • Develops plans to address the changing workforce skill requirements and workforce demographics, monitors success.
  • Leverage data to deeply understand our recruiting process effectiveness and set KPIs for success.
  • Develop and manage a reporting process (KPIs, metrics, and reporting methodologies) that creates transparency, effective communication, decision making and accountability relative to current and future needs. Ability to craft an insightful story through data.
  • Expand and share staffing metrics, dashboards, and reports to enable leaders to make informed decisions, increase productivity, and create efficiencies to support business goals.
  • Stay abreast of best practices and industry trends. Performs the research, development, implementation, and maintenance of talent acquisition systems and processes that support our strategic initiatives.
  • Partners with stakeholders to improve, develop, and deploy talent acquisition solutions, across the enterprise including agency, candidate marketing, and HRIS processes and updates.
  • Utilize technology and automation tools to streamline talent acquisition workflows, enhancing efficiency, accuracy, and the overall candidate experience during the hiring and onboarding journey.

External and Internal Partnerships:
  • Collaborates with HR, hospital operations, and department leaders to proactively identify and implement strategic solutions and interventions across all functional areas ensuring Service Level Agreements (SLA), and Key Performance Indicator (KPI) targets are met.
  • Participates on HR groups/community organizations to stay abreast of key industry trends and best practices.
  • Consults with business leaders on critical capability and capacity gaps, short- and long-term talent needs, compensation, organization effectiveness, talent development and management strategies.
  • Partners with marketing and external vendors to promote our strong employer brand, including advertising, career site optimization, recruitment events, and sourcing to drive a strong and diverse talent pipeline for current and future hiring needs.
  • Build credible, trusted working relationships with managers and leaders across the organization to understand business objectives and enable success.
  • Other duties as assigned


Qualifications

  • Minimum Required: Bachelor's Degree - Bachelor's degree in management, human resources, or related field.
  • Certifications preferred: PHR/SPHR, SHRM-CP/SHRM-SCP.
  • Minimum Required: 3-5 Years equivalent experience.
