UC Health is hiring a full-time Emergency Management Manager

The Manager of Emergency Management is responsible for the Ambulatory and EM Education programs at UC Health.

The EM Manager will maintain Disaster Preparedness and Emergency Management for the Ambulatory campuses across UC Health. The Manager Emergency Management will participate with internal and external agencies and committees regarding emergency preparedness to ensure that all Joint Commission, CMS and other regulatory guidelines for the Emergency Management standards are known and met. In addition, the EM Manager will have training and education responsibilities for the emergency management programs at UC Health.

Responsibilities

Emergency Management Program:
  • Ensures the hospital campuses, hospital-based clinics and/or ambulatory operations are compliant with all current external regulatory requirements and regulations.
  • Chairs Emergency Management Committees as appropriate.
  • Reviews and updates the UC Health Emergency Operations Plans as necessary.
  • Gathers and disseminates disaster related information to appropriate Department Heads, Leadership Senior Leadership , Medical Staff and the UC Health Community. Provides input and support for those committees responsible for developing specific needs associated with various emergency scenarios for external events (bio-terrorism, chemical, nuclear, trauma) and internal events (fire, weather, utilities, etc.).
  • Assists with the development and functioning of the facilities emergency operation center and the communication links between the Command Center and the rest of the hospital, campus and outside agencies.

Emergency Preparedness Drills/Exercises:
  • Coordinates, executes, and evaluates annual Emergency Preparedness Hospital wide drills including integrating community response teams.
  • Identifies and assists in the selection of a scenario and the design of drill logistics.
  • Coordinates efforts (exercises, drills, training, resources, etc.) and executes a minimum of 2 Emergency Preparedness hospital-wide drills per year with local/regional hospitals and emergency agencies (City, State, County, and Federal). Participates as a member of The Health Collaborative Disaster Coalition.
  • Develops education and training from lessons learned and participates in hospital-wide training efforts directed toward improving knowledge of Emergency Management and proper responses.
  • Develops other more specific and frequent drills as deemed necessary by the committee, the sub-committees or critiques.

Emergency Management Department Operations:
  • Coordinates all disaster related grants and surveys.
  • Manages the annual ASPR (Assistant Secretary for Preparedness and Response grant through the Regional Healthcare Coordinator.
  • Submits an annual report on the Emergency Preparedness of the organization to Department Director, Senior Executive Council, Medical Executive Committee, and the Governing Body.
  • Responsible for the development and management of the annual expense and capital budgets necessary for the efficient operation of the department.

Education and Training:
  • Identifies, develops, and implements appropriate training needs related to emergency preparedness, staff role response and responsibilities, and the recovery phase of disasters.
  • Works in collaboration with the Emergency Management team to design, develop, coordinate, and implement system-wide and department specific training regarding UCH Emergency Management Plans.
  • Assists with the determination of appropriate course evaluation approach and development of evaluation tool assistance with the gathering and validation of course content review and revision of draft courseware.
  • Develops and facilitates classes and/or computer-based training labs as required.

Other duties:
  • Assumes additional responsibilities and functions as appropriate.


Qualifications

Education:
  • Minimum Required: Bachelor's Degree - Emergency Management or related field.
  • Preferred: Master's Degree. | 3 - 5 Years equivalent experience.

License & Certification:
  • Prior training, certification and experience in the following areas strongly preferred: emergency planning and management, ICS, NIMS, HICS, DECON, HAZ-MAT and adult learning and education.

Experience, Skills and Knowledge:
  • Healthcare emergency management related experience
  • 2-5 years' experience related to disaster preparedness training, in a hospital, community, regional, and/or military setting, or environment.
  • Prior training, certification, and experience in the following areas strongly preferred: healthcare emergency planning and management, emergency department, emergency medical services and/or fire services, incident command, risk management, hazardous materials management.
  • Training or experience in adult education and training management.
  • Training or experience in Joint Commission standards.
  • Excellent written, verbal, and interpersonal skills.
  • Capable of relating to diverse age, demographic, and culturally diverse populations.
  • Ability to relate and implement training to clinical staff.
  • Demonstrated the ability to participate and lead high functioning teams.
  • Works well in team.
  • Experience and proficient using Microsoft Office applications.
  • Experience using technology systems for computer based training needs and reports.
