The Manager - Emergency Management is responsible for Disaster Preparedness and the Emergency Management for the University of Cincinnati Medical Center and Clifton campus. The Manager Emergency Management will participate with internal and external agencies and committees regarding emergency preparedness to ensure that all Joint Commission, CMS and other regulatory guidelines for the Emergency Management standards are known and met.

Responsibilities

Oversees the facilities emergency management and preparedness programs:

Ensures the hospital campuses, hospital-based clinics and ambulatory operations are compliant with all current external regulatory requirements and regulations. Chairs Emergency Management Committees at each designated facility. Reviews and updates the UC Health Emergency Operations Plans as necessary. Gathers and disseminates disaster related information to appropriate Department Heads, Leadership Senior Leadership , Medical Staff and the UC Health Community. Provides input and support for those committees responsible for developing specific needs associated with various emergency scenarios for external events (bio-terrorism, chemical, nuclear, trauma) and internal events (fire, weather, utilities, etc.). Assists with the development and functioning of the facilities emergency operation center and the communication links between the Command Center and the rest of the hospital, campus and outside agencies.

Emergency Preparedness Drills/Exercises:

Coordinates, executes, and evaluates annual Emergency Preparedness Hospital wide drills including integrating community response teams. Identifies and assists in the selection of a scenario and the design of drill logistics. Coordinates efforts (exercises, drills, training, resources, etc.) and executes a minimum of 2 Emergency Preparedness hospital-wide drills per year with local/regional hospitals and emergency agencies (City, State, County, and Federal). Participates as a member of The Health Collaborative Disaster Coalition. Develops education and training from lessons learned and participates in hospital-wide training efforts directed toward improving knowledge of Emergency Management and proper responses. Develops other more specific and frequent drills as deemed necessary by the committee, the sub-committees or critiques.

Emergency Management Department Operations:

Coordinates all disaster related grants and surveys. Manages the annual ASPR (Assistant Secretary for Preparedness and Response grant through the Regional Healthcare Coordinator. Submits an annual report on the Emergency Preparedness of the organization to Department Director, Senior Executive Council, Medical Executive Committee, and the Governing Body. Responsible for the development and management of the annual expense and capital budgets necessary for the efficient operation of the department.

Associate Supervision:

Responsible for the direct supervision of Emergency Management associates (as appropriate) UCMC. Oversees the orientation, training, and development of assigned associates.

Education and Training:

Identifies, develops, and implements appropriate training needs related to emergency preparedness, staff role response and responsibilities, and the recovery phase of disasters. Oversees the conducting of hospital and facility surveys and audits as needed and assists with development of short and long range plans for both the department and the organization. Maintains knowledge of current trends and developments in the field.

Qualifications

Minimum Required: Bachelor's Degree - Emergency Management or related field.

Preferred: Master's Degree. | 3 - 5 Years equivalent experience.
